An Australian naval officer recently became the first of his countryman to earn the U.S. Navy Submarine Warfare Device, often referred to as “dolphins.”

Coast Guard Lt. Cmdr. Irving Cintron has been putting on Christmas light shows since late November for his neighbors at Yokota Air Base in western Tokyo.
